For example, the DBS could establish grants to lighthouses for provision of independent living instruction which would be available to any person who is blind.
While services to groups of individuals are intended to primarily benefit groups of individuals served in the Vocational Rehabilitation program, they are not restricted to that group. Thus, these services do not require an IPE entry.
