Funding for Workforce Services

The U.S. Department of Labor's Employment and Training Administration (DOLETA) has announced state allotments for the American Recovery and Reinvestment Act (ARRA) funds for Workforce Investment Act (WIA) adult, dislocated worker, and youth; Wagner-Peyser Employment Service (ES); and the Senior Community Service Employment Program (SCSEP).

Texas will receive:

WIA Adult: $34,344,771
WIA Dislocated Worker: $53,768,305
WIA Youth: $82,000,708
Wagner-Peyser ES: $27,188,088
SCSEP: $1,316,701

Program Guidance for Workforce Services

DOLETA has issued guidance for implementation of ARRA funds for WIA and ES. For details, see Training and Employment Guidance Letter (TEGL) 14-08 (PDF).

DOLETA also has established a Web site for ARRA resources.

The U.S. Department of Justice has posted information on preventing fraud in ARRA contracts and grants.

Workforce Investment Act/Wagner-Peyser ES State Plan

The U.S. Department of Labor is requiring states to modify their existing state plans in order to provide updates to current strategies and new activities related to the American Recovery and Reinvestment Act. As instructed in TEGL 14-08, the Commission submitted a request to extend the current state plan through June 30, 2010.

On June 2, 2009, DOL approved a one-year extension of the current WIA/ES State Plan (PDF).

In addition, the state plan will be modified for July 1, 2005 - June 30, 2010, to reflect changes in the Texas economy and the impact on the Texas workforce system, as well as the state strategy for ARRA funds. Public input was invited during the development of this modification and on May 19, the draft state plan modification was approved for public comment through May 29. The final plan was approved by the Commission on June 2 for submission to the Texas Workforce Investment Council for recommendation to the Governor and subsequent submission to the U.S. Department of Labor.

Funding and Program Guidance for Child Care Services

The U.S. Department of Health and Human Services' Administration for Children and Families (ACF) has issued guidance for implementation of the ARRA child care funds.

Texas will receive:

Child Care Development Block Grant: $214,851,599

ACF DOLETA has issued guidance for implementation of ARRA funds for child care, see CCDF-ACF-PI-2009-03 (PDF).

ACF also has established a Web site for ARRA resources.
