Learner Outcome Tracking System (LOTS)

The Workforce Development Division of the Texas Workforce Commission (TWC) developed the Learner Outcome Tracking System (LOTS). LOTS collects educational program data for various TWC business areas to determine post-program outcomes. The business areas within TWC participating in LOTS include:

There will be two methods for most training providers to transmit data electronically to TWC: either through file transfer or through web-based data entry screens. Submission timelines vary by business areas. In conjunction with TWC's Labor Market and Career Information (formerly Texas SOICC), LOTS will determine if the student participant was employed and, if so, their wages from employment. In some cases, such as for schools regulated by the Career Schools and Colleges section, it will be determined if the student was employed in a field related to their training. The various performance calculations can be used by the schools to fulfill regulatory or certification requirements.

A pilot test was conducted March 22, 2004 through April 14, 2004 in preparation for implementation. We thank the Career Schools and Employers' Customized Training contractors who participated in the pilot.
