The Rapid Reemployment Services (RRES) program identifies unemployment benefits claimants who are likely to exhaust all unemployment benefits, and connects them with reemployment services to help them quickly return to work.

Customers

The Rapid Reemployment Services (RRES) program connects unemployment benefits claimants who are likely to exhaust their benefits with reemployment services to help them find new employment as quickly as possible. The activities include orientation, staff assistance with developing an individualized Employment Plan, and other staff-assisted services at a Workforce Solutions office. The RRES program uses statistical modeling to rank unemployment benefits claimants based on their likelihood to exhaust all unemployment benefits. This process includes a statistical evaluation of numerous work and related factors, including but not limited to length of workforce attachment, occupational field, wage, and location.

Claimants are assigned a score of 0.00–1.00, with a higher score indicating a greater risk of exhausting unemployment benefits. The only unemployment claimants not included in this process are those who have filed interstate unemployment claims, shared work participants, those on temporary layoff with a definite return-to-work date, and those who are union-affiliated with a local hiring hall.

All claimants with a score above a Commission-mandated cutoff score and who are outreached are required to attend an orientation, receive staff assistance with developing an individualized Employment Plan, and are offered other staff-assisted services at a Workforce Solutions office.

Individuals with a score below the cutoff may still be outreached and provided the same or other services, but their participation is voluntary.

Reports

TWC’s RRES program is Texas’ version of the federal Worker Profiling and Reemployment Services (WPRS) initiative. Federal reporting requirements for WPRS are detailed in the U.S. Department of Labor Employment and Training Administration’s Unemployment Insurance (UI) Reports Handbook No. 401.

Authority & Funding

RRES is a partnership between the U.S. Department of Labor, TWC, Workforce Development Boards, and their contracted service providers.

RRES participants are automatically eligible for the Workforce Investment Act (WIA) Dislocated Worker program and, if enrolled, are funded with WIA Dislocated Worker formula funds. RRES participants who are not enrolled in the WIA Dislocated Worker program are funded with a combination of Employment Service funds and WIA program funds.
