Transfer of Texas Workforce Commission Veterans Programs
to Texas Veterans Commission

Veterans Education
As provided in Title 38, Section 3671 of the United States Code (U.S.C.), Governor Rick Perry has designated the Texas Veterans Commission (TVC) as the State Approving Agency for all courses, programs, or tests pursued by veterans and other eligible persons. As a result, the Veterans Education Program is transferring from the Texas Workforce Commission (TWC) to TVC. The effective date of the transfer is October 1, 2006. Veterans Employment and Training
House Bill (HB) 2604, enacted by the 79th Texas Legislature (Regular Session), moves the Disabled Veterans' Outreach Program and Local Veterans' Employment Representative (DVOP/LVER) grant from the Texas Workforce Commission (TWC) to the Texas Veterans Commission (TVC).

The TWC/TVC transition team has designated April 1, 2006, as the target date for the transition of the DVOP/LVER grant.

FAQs
Q1. Will services still be provided through the workforce centers and satellite offices?
A1. Yes, services will still be delivered by DVOP and LVER staff in their current locations.

Q2. Will DVOP/LVER staff need to reapply for their jobs after the transition?
A2. No, TVC will transfer these positions between the two agencies without posting.

Q3. Will there be a change in pay or benefits for DVOP/LVER staff as a result of the transfer?
A3. No, TVC will transfer payroll and benefits information without change. Additionally, because this is a legislatively mandated transfer, employees will be allowed to keep their accrued compensatory time.

Q4. Who will supervise DVOP/LVER staff in the workforce centers?
A4. TVC will establish a chain of command of TVC employees going from the state office in Austin to a Regional LVER and local lead LVER staff.

Q5. Will DVOP/LVER performance standards change?
A5. Yes, TVC will establish individual performance standards that are consistent across the state. However, DVOP and LVER performance will continued to be linked with TWC performance measures and must contribute to the success of the State as a whole. Additionally, WorkInTexas.com will continue to be the reporting system used by DVOP and LVER staff.

Q6. I am a DVOP that started work with TWC in January 2006 in a temporary position. Will I be employed following the transition, and if so, will my temporary position become a full time position with TVC or remain temporary? What are the Veterans Preferences rules and regulations for hiring personnel for DVOP positions, and will DVOP positions receive the same hiring consideration as federal jobs?
A6. TVC has decided not to transfer temporary staff in any area of the state; however, after the transition is complete on April 1st, TVC will evaluate work load and decided if a permanent position is necessary. If so, all state veteran's preferences will apply.
