TWC Appeals Department

First Appeal

Purpose of the Appeal: To request a hearing before the Appeal Tribunal of the Texas Workforce Commission to challenge a determination that has been issued concerning a claimant's entitlement to benefits or the chargeback of benefits to an employer's account.

In almost all cases the appeal must be filed within 14 days of the date the determination was mailed. Should the last day to appeal fall on a weekend or a state holiday, the deadline is extended to the next working day.

  • An appeal can be filed on either an appeal form (A-4) or in a letter sent to the TWC or by FAX at the following number only: (512) 475-1135.
  • The appeal MUST include the claimant's Social Security Number.
  • The appeal should contain the date of the determination appealed from, and, if possible, a copy of the determination.
  • The person the determination was mailed to (or a person authorized by them to file an appeal on their behalf) MUST sign the appeal.
